Pannier tanks were used in Great Britain almost exclusively by the GWR. They were built to replace earlier and older designs of saddle tank locomotives. Their design has the advantages of a low center of gravity, greater reach and good access for maintenance. A total of 863 locomotives were built between 1929 and 1950, 16 of which are still preserved. 11 Pannier locomotives were purchased by London Transport to undertake shunting work in the subway system. These locomotives had the numbers L89 to L99 and were used until 1971. The locomotives were so durable that the last locomotive was still in use by the National Coal Board at Deep Duffryn Colliery in Mountain Ash well into the 1970s.
