In 1971, VEB Waggonbau Grlitz delivered two prototypes of the double-decker single-car to the DR (German Democratic Republic). The double-decker single-cars were expected to offer more flexible adaptation to changing passenger volumes and reduce damage. After extensive testing of the two prototypes, an initial series of approximately 138 vehicles was delivered starting in 1974. The lower deck of these cars was fully equipped with seating. They were initially used in the southern metropolitan areas and on routes with high traffic volumes.
